The COVID-19 pandemic and the measures to combat the spread of the virus are having a severe impact in a number of countries, including Norway. The serious situation makes it necessary to implement serious measures, which could also include processing of personal data which, in a normal situation, would not have been legal, but for which the current situation provides justification. It is however essential for any democratic society that it, in times of crisis, is able to carry out these measures in a manner that does not jeopardize basic human rights, such as the basic right to privacy.
